uhm, uhm, uhm... This is a classic question of egg or chicken.
1. As a new driver with Full License, your insurance is not going
to be tremendous cheaper than a provincial one.
2. As a provincial driver your insurance is high but you can probably
pass faster than without a car for practising
3. With some insurer such like direct line, you can claim some
money beck once you got the full license.
4. The driving lesson is around 15 pounds per hour.
5. Say you may need 42 lessons (average scenario, probably those
are still got their own car) without practising at your own time.
Or 30 lessons with self practising. It works out around 200 pounds
diff.
6. I must say at some stage before you pass your test, you are
surely hope to get a car.
7. Also bear in mind a test will cost you around 70 pounds (test
fee, rental to tutor’s car), and no one is likely to pass it at
the first time.
